Are You Allowed to Reserve Deals?

I’ve read the guidelines and they say
“Please do not 'reserve' or 'hog' offers (including competitions) by way of posting them in advance of their happening - before they are available”
but I do keep seeing people posting deals before they are actually available or am I wrong? Ive tried messaging latest deals but have got no reply so thought I’d ask members on here for the Answer.
I never had issue posting pre order items or if something is coming on offer say 3 days times. I think it helps prepare people
