Has Anyone Been to Bilbao or San Sebastian, Spain?

Can anyone give any recommendations of things to do? Free things even better? Or any way to save money while we are there?
We always do the normal things like taking packed lunches for long days out.
Only went on a p&o cruise over a decade ago from Portsmouth to bilbao, and the weather at the time (Nov) was awful - didn’t do much in the few hours we were there apart from sit in a cafe. So it all depends what time of year you go - best go when the weather is better!
We are going end of April, beginning of May so the weather should be warm but not hot. Hoping for less spring showers lol
If you’re going to Bilbao walk to the Guggenheim museum and admire the architecture. I can’t remember much of exhibitions on display but definitely go just to look at the buildin.
