Good Make up for an 11 Year Old

At her age no makeup is good for the skin it needs to breath my 13 year old now knows why I kept saying don't use the foundation she now has to take medication because of it

Go for cruelty free or vegan brands as they won't have the same amount of chemicals but tbh at 11 no make up is going to be good for her skin. At her age foundation will damage her skin and mascara could aggravate her eyes. I'm not saying don't let her have a bit of lippie or some eye shadow but maybe limit how often she gets to wear it.
