He's not a big alcohol drinker.

I usually buy my husband the things you've listed plus shower gels, razors, biscuits, cds, dvds, xbox games, xbox live, socks, watches, tools etc.
they are so awkward! 
If you want 28 different presents - you could just get him a set of dominos.
(and forget the rest).
Money box for loose change, experience voucher, mug, photo book of him from birth to now, books, sunglasses, car air freshener
Watch? Computer game/PlayStation game? Nice toiletry set? A scarf?
If he has any TV shows he really likes maybe some merchandise from that show?

Write some vouchers out for him and put in separate envelopes ie to have breakfast in bed made for him, a trip to the cinema, a day out of his choice ,a takeaway of his choice etc and then let him cash them in . You can date them if you like and they can then last as long as you want them to , its original and don't have to pay for everything up front too
