- Give it a new title ("TV License" sounds dated).
- New price and more competitive (Netflix U.K. costs £83.88 yearly whereas TVL costs £157.50)
- Each customer gets a unique barcode to use on iPlayer.

- With these implementations, non-TVL users can access BBC's website, but with ads while paid users get it ad-free (obviously).
TVL is slowly dying and they know they have to change their ways as they just can't compete with the streaming services out there. The challenge the BBC face is funding other services such as radio and news across all formats. Elsewhere in the world, they'd have more money from the government but it's not a good time to be asking for that! I'm on the receiving end of the cutbacks already happening (although not a BBC employee) so slightly biased but have always valued at least one part of The Beeb at every point in my life. I'm sure you're not lying but always amazed when somebody can say they've not used any BBC service in the past month or even week in most cases.
I often feel tempted to cancel my tv licence when I read what people like the OP write. However, I struggle to understand how it can be legally justified because it applies to recorded programmes and iPlayer. Surely they don't just take your word for it that you are not using their services and surely they cannot monitor your use 24/7? I do object to paying nearly £40 per quarter for something I rarely use. Especially as I now share britbox with my son and can watch all the best of bbc/itv, but in effect paying twice.
I also have access to Amazon and Netflix so could do without BBC easily but knowing me I would slip up and inadvertently have BBC on one day without even realising!
BBC does a good job for news, but personally I prefer RT and even then RT is becoming unreliable like the rest of them. Still, compared to the rest they still do a better job.
Anyhow, I typically watch, hear and read content from U.S. and Russia (they cover news worldwide). For example, I'm watching (not right now) the "Sons of Anarchy' and loving it. I thought about checking out "Gangs of London" and maybe I will as I rarely watch U.K. series.
I agree with all of this they have to prove that you are watching bbc content I have had this same discussion with the tvl people as I can’t remember the last time I watched anything on “normal” tv . They should understand that Netflix and others such as now tv have taken over the market . The bbc have become outdated.
I think it should be completely scrapped. Why should the public have to pay the inflated wages of so called tv stars. I don't consider anyone on tv a star. The BBC Licence is so outdated and the fact that you can't watch anyone else's channel without paying it is downright wrong. Don't forget you are also paying for the rest of the world to access the BBC world service too... Why should we be paying for that? They should support themselves by advertising as others have to and let people have the choice to watch or not. 
BBC is a rogue corporation. Shut it down and start again! Absolute con! Poor old people being absolutely battered for a few quid for Lineker et al.
I saw an article y’day re: premier league games on BBC as Free-to-Air??? Well it’s not free if people having to pay a licence fee is it.. when will the British public wake up to all of these scams
I think we are awake to them and feel as cross as you....but what can Joe public do unless you want to risk fine or prison?
We don't pay for TV licence as we genuinely do not watch BBC or any live TV at all,we watch catch up only and when we got in touch with TV licencing and told them they said as long as we don't watch BBC at all or live TV then it's fine .Can honestly say we don't miss BBC at all and catch up TV is more convenient as you can watch when you want.
I cancelled mine over a year ago and have no regrets at all. I don't care for the content on BBC.
Cancelled mine ages ago. Don't watch live tv, iplayer or even catchup. Not a fan of British tv anyway lol
