Loads of people have old phones they are not using, maybe nab one from a friend or rellie, and then go for a SIM only deal. Smarty (using the Three network) offers a brilliant (no contract just 30 days notice) unlimited voice and text for just a fiver per month + 1GB data for £1.25 so total of £6.25 . Any extra charged at £1.25 GB data per month but only charged for what is actually used. Not sure I am allowed to use my referral code https://referme.to/U0VhXdo (Tom - please edit this out of my post if not allowed) that offers you and me a free month. Very cheap anyway and no cheaper buying direct or with another code as far as I am aware.
I just went on 02 chat and just buying the phone for a fiver is fine to use there SIM or another provider (e.g. Smarty above) on this unlocked phone. They write 'Its an unlocked phone, you can use any service provider sim in it', then 'While placing the order you will just have to select any pay as you go tariff, You wont be charged for the tariff but only the phone'.
So the above £5 phone with a different provider (e.g. Smarty for a fiver unlimited calls and texts) is great to give to kids too in case they break it and the £5 unlimited calls/texts + £1.25 per GB is paid upfront so no unexpected charges. I know kids can use messenger etc for calls but this way no data needs to be paid for when away from the house. There may be better options but I'd be surprised.

Our 20 year old daughter had an little Red Alcatel as her first phone aged 11,it cost £10 & there was £10 worth of Credit on it so cost nothing,a great little starter phone,she was pleased with it,other kids might want an iPhone.I remember one girl in her class at Primary School had her first phone at SEVEN,far too young!!
