It's a fun little gadget for children, I've had a very similar one from somewhere (probably a scouting trip freebie), I gave it to my boy to keep in his backpack, he had it until college when he lost it, he said he used it multiple times when he forgot ruler or a protractor for maths class and the rope came useful when someone stole his belt at football..
