It's an updated version of the multiplayer Four Swords mode included in Game Boy Advance version of Zelda: A Link to the Past. Four Swords was, as the name suggests, designed for four people to play co-operatively. The Anniversary Edition, however, adds a single-player option where solitary adventurers can control two Links.
