I wouldn't pay over £200 for a laptop with only 4GB of memory and with a N100 chip it is likely to be non-upgradeable. It's just not a realistic specification to run Windows 11 at a reasonable level. So this is best avoided in my opinion. 8GB is the bare minimum for Windows especially for a laptop that cannot have its memory expanded. I have a mini pc with a N100 chipset and that has 12GB of fast DDR5 memory and its a brilliant little pc. 12GB is plenty, 8GB would get you by and wouldn't be a big issue but 4GB would cripple it.
