Is this for people with small gardens ? Why aren't they allowed to use ordinary bins ?? 
I think its mostly to burn paper rather than shred them suppose you could use it to burn a little garden waste. Best kept inside, shed or garage after use

Better to be cautious. I tend to shred any important papers then compost them as its classed as brown waste which is harder to get then green waste, I also shred some thin cardboard and compost it or give it to my worms in wormery
