Starter kits are priced from £15 and include the piercing earrings or stud, and standard aftercare lotion. Ear cartilage piercing is subject to an additional charge.
U need to contact ur local store to know about age restrictions but mostly for every adults there is no restrictions. For more info check this link bottom page FAQ 
I would not recommend them at all, seen so many horror stories about there. There not trained to do them.
