This is a free to start game which means, you're given three stages and one car to try it out. Afterwards, if you like it you can purchase the full game for £2.79 (over 92 tracks and 21 cars, plus new updates).
Only decided to post this because this game is just that damn good!
I've tested and it works offline. 
Note: If you're playing with a controller or keyboard, you might face the issue of being unable to accelarate so to counter that, set the settings to auto-accelarate and then everything works fine (left, right, down are all as is).
There is a PS4/XO/Steam version packed with even more content though that costs about £15.99 (on PS4's PlayStation Store).
