I would advise you check make / model etc. As I did b4 I purchased an E -bike. But certainly a very good price.
Looks a very good deal and can't see a throttle mentioned so may have a chance of being legal. They do say its a 350W motor marked as a 250W motor but its more about only assisting to 15.5mph. However it is only single gear so this will limit either top speed or hill climbing depending on how this single gear has been configured.
