Celeron N4020 is going to be ok for Windows 11 S but if you take Windows out of S mode and make it a full install it might be quite laggy in which case consider Windows 10 or 11 LTSC and run a debloating app to take it down in size a bit further. Sadly a lot of the reasons Windows slows down is background apps which are sending your details to Microsoft to monetise.
