Cookology Table Top Dishwasher Issues Please Help

I recently got a cookology table top dishwasher second hand and it does not seem to be working right.

I have filled the tank up of water until it beeps and the salt tank is also filled. The pump is working fine. And it drains water okay. I've cleaned it all incase there was a blockage but no good. The water does not seem to dispense into the dishwasher to wash the dishes. I'm struggling to work out what could be the issue or I'f I'm doing something wrong as it didn't come with a user manual and I can't seem to find one to download on the Internet. Also when you choose one of the programmes after a few mins it starts to beep and then goes onto the baby care mode and does nothing just hear the pump running nothing else and I've left it on to see if it did anything else but nope. I feel I've tried everything.. if anyone can help me in anyways I'd be very grateful
