How's about an experience voucher .... some are reduced ... or a manicure/facial etc etc voucher .... if she's in to that .... me, I'd rather have vouchers to spend on seeds lol.
Perfume, a personalised plaque or similar. Pamper hamper. Something to keep seen as it is a big birthday.
A good gift on a budget is something home baked! It could be a cake, a batch of cookies, some muffins 
A great website for gifts is Etsy- they have lots of small businesses that do personalised gifts. You could type in ‘Gift for her’ and limit the price to suit your budget
You can get a decent piece of jewellery for £50 and as it is a 21st it will be a special memento.
Something personalised that she will use like pyjamas or a fluffy bathrobe and some smellies so that she can relax I.e bath bomb etc and pamper herself and some alcohol
If she’s living on her own you could arrange for a birthday cake and Prosecco to be delivered. Then celebrate with her on a zoom meeting.
