You currently need a driving licence to legally ride an e-scooter (and only if it's been rented as part of a trial). There are lots of examples of drunk e-scooter riders getting driving bans after being caught by the police. This guy will likely be facing a load of additional charges for riding on a motorway.

There will likely be many more similar articles in the coming months. This time someone was spotted riding one on the A13. It's going to be hard for the government & local authorities to justify allowing rented or personally owned e-scooters on the road after the end of the current trial period. There is always going to be a lot of people that do stupid, selfish and dangerous things on them.
