What is the Living Wage ?

I was reading in the news paper this morning that the government are planning to announce a 5.7 % rise to the living wage but there living wage rise will take a persons over the age of 23 to £9.21 an hour BUT looking at the National living wage foundation currently if your not in London companies signed up to the foundation are currently paying a minimum £9.50 and inside of London its £10.85. Does this create confusion and shouldn't the inferior rate of pay be forced to have another name as I don't know about you but I find it misleading or at best as I said creates confusion .What are your thoughts?
