PCSo with Speed Gun

On my way home from work this afternoon, I saw two PCSOs stood at the side of the road on our industrial estate with a Speed Gun, which surprised me as I didn't think they had any authority for such matters. They were pointing the gun the other way to what I was travelling but the site they were on is not known for accidents, no where near houses or schools , it just seemed a pointless waste of their time, with police shortages surely there are better things they could be doing . What do others think ?
Anyone has the authority to use a speed gun - prosecution of offenders is a different matter, Usually those reported for speeding by a volunteer or CPSO are sent a warning letter.
