West Australian council in Freemantle to ban cats from outside unless on a lead

This is the first time i have ever heard a law being passed where cat owners must keep their pets on a lead at all times when in outside areas
How are they ever going to police this ?
Even if chipped , cats are not like dogs, it would be practically impossible to catch one to identify the owner
And there are so many feral cats about how would they know which ones to capture to check ?

They may just exterminate cats that are loose. Not many cats will accept a lead and those that do would likely need to have been trained from a kitten to accept one. I know if I put a lead on my cat and tried walking out the door with it I might as well save time and just cut my own legs with a razor blade. I can understand the issues of cats though and the damage to wildlife in Australia but the horse has bolted really and can't see this really achieving anything. I do love Kookaburras though and any of those that can be saved would be a good thing.
