So I have spare PayPal accounts and PayPal noticed I hadn't used any of them in ages and they gave me this incentive.
As it turns out, this link works even for accounts that weren't sent an email to so try your luck! I already bought a bunch of stuff from £5.99 to only 99p and even for free (it was £4.50). I'd say I'm pretty satisfied.

This worked on dormant accounts that I've got and was rather pleased with the free credit. Sorry it's not working for you lot but hopefully it helps someone out.
I use paypal wherever possible but I didnt qualify. Is it only if you dont use them 
Seems it's only available to inactive accounts, sadly. I recieved the email a few days ago related to an account I'd forgotten about. An account I frequently use isn't eligible.
Yes, this is more or less for dormant accounts that are rarely used. Active accounts.. not so much.
It'll show a discount at checkout, they keep that very subtle so you won't notice right away.
Didn't work for me too. Very annoying that Paypal won't reward loyal customers too. -_-
