This reminds me of when I worked in retail for Argos. We used to sell bags of sand for £2.50 a bag but if people asked about them, I'd say that we were running a promotion; four bags for £10. I said it as a joke. But the amount of people that would genuinely say "that's not bad, I'll take 4", makes deals like this so familiar
To clarify. Andrex 9 packs are like £4.50 standard price or generally £4.00 when on promo, which is when most people buy them. This is 54 rolls. Divided by 9 is 6. 6 times £4 is £24.
The "deal", is a saving of 37p overall, when bought in bulk.

When you buy 54 rolls at Amazon you effectively get the cheapest promo deal six times in a row. Plus free delivery of course, so you don't have to lug them home, nor even go to the supermarket.
You are unlikely to be able to get the cheap £4 price at your supermarket each time you need another 9 rolls.
Therein lies the rub, and why this is the best deal. So much easier this way.

As I said, when they're on promo they're £4.00 and no one buys them at full price.
Do you buy andrex at full price? No, of course not and why would you, when you can get any number of brands for between £3.50-£4.00.

Actually it’s a good price. Very probably the best deal around for Andrex Supreme Quilts.
£23.63 for 54 rolls is 43.75p a roll, i.e. even cheaper than the best supermarket promotions for 9 rolls for £4 (44.44p a roll).
Let me put it another way. Can you buy 54 rolls of Andrex Supreme Quilts with free delivery for less than £23.63 at any other UK retailer? I doubt it.

It's definitely worth noting that not all toilet rolls are created equal - some are much thicker and better quality than others.
The weight per roll is a useful guide to quality (how much paper you are actually getting for your money).
For example, Andrex Supreme Quilts weigh 130g per roll, and Andrex Gentle Clean weigh 97g per roll (i.e. Gentle Clean contain 25% less paper per roll than Supreme Quilts).

Johnny this is got to be the most middle class "dad feud", I've ever been part of and I'm bored of it now. You carry on with your belief in it. I'll continue buying my packs in 9's when they're on sale. Like a normal person 
Johnny out of general curiosity as well. Have you ever been in a supermarket and thought to yourself "hmm, 54 rolls of tp in one purchase. That seems reasonable".
Don't be silly. You'd pick up the 9 or 12 pack like everyone else. Because it's practical if you honestly think you need 54 rolls at any given time, you might wanna change your diet and/or lifestyle 
DylanMoore I only buy loo paper in bulk (54 rolls) 4 times a year, delivered free - if I bought it in 9's it would not only be more expensive, but I would have to buy it 24 times a year. What a complete waste of time that would be.
But don't let me stop you if that's what you prefer doing.
