We bought a very similar roof bag to use without a roof rack. I would not advise buying one if you do not have a roof rack. At least not for anything other than short journeys, which kind of defeats the object for most circumstances I think.
The issue is that the straps go through your windows. If you get up to motorway speeds, the straps start vibrating very intensely. The noise is deafening inside the car, we couldn't hear anything at all over the vibrations. We had to pull over about six times to adjust the tightness of the straps and the position of the bag to minimise the noise. We did eventually get it to a point it was no longer dangerous, but there's no way to tell if you have got it exactly right until you are up to over 60mph again. It added more than an hour to our already very long journey.
Moreover, by the time we got back home, some of the fabric had ripped from flapping around in the wind. So it was a single use item for us, and we paid more than this for it.
