The description on amazon states 'carry bag only included. Towel not packed in carry bag'
I'm inclined to say that you wont actually get a cooling towel.
Jaz the seller is chinese i believe he meant to use the word "no" instead of "only". If you read the title, full description of the towels capabilities andchow to use it, feature and look at all of the pictures you can clearly work out from those surely that its a towel 
I can’t find anything to explain how it supposedly works, does anyone have any ideas?
Hi Hollydolly its made from a special new kind of fabric that is designed to cool your body when warn or placed as in this situation onto your body. You dont rub you just place it on your face/ neck etc and it cools you down. There are quite a few articles regarding this new type of yarn on the internet but please read the article below ive found for you.

i have been running the one i already have under cold water then rining it out and my youngest has been using as a blanket (they are not that big but he is only 2) to keep him cool still a little cool in morning it is still a little cool.
Hi. No you either use it to dry wet skin by patting not rubbing.
Or when you are sweaty you just pat the area or hold onto the area for a second and it has a cooling effect.

Bought something similar for £3.99 on amazon. This price is a bargain though and will be well worth the wait. Hope this works well on holiday just soak the towel wring it out and stay cool for a couple hours each time
