The reason you see 2.7k at 30fps and 4k at 30fps is normally such cameras don't quite have either the image sensor resolution or processing power to do 4k 30fps so they interpolate/upscale the output or add duplicate frames so its not really 4k 30fps at all. So you might as well ignore the 4k bit as upscaling the output only wastes processing power i.e. battery time and fills the card more quickly. If the card isn't high speed it can cause issues if the card can't write this fake 4k to the card fast enough. If you want to upscale to 4k you'll get much better results doing it on your computer. In my experience if they are faking the resolution they the image stabilisation can be quite basic.
The good thing is being Amazon if you receive it and after trying it find 4k is no better than 2.7k or the image stabilisation is rubbish you should be able to return it easily. Personally the lack of 4k doesn't bother me as long as the 2.7k is real resolution and the image stabilisation works well that is all you can expect of this price point and would be very good value.
