I totally agree with you. There might be some similar scheme in Scotland too.

Its just that they are not well publicized so a bit hard to find

Really the government should have just offered £50 of labour for free, this helps employ more people and would mean those that can and want to repair their bike themselves wouldn't bother with it. As it is you will be able to get some parts included so many will apply anyway. I.e. maybe a new chain and bottom bracket and some labour would come to £50. Just seems like it was designed for those who couldn't repair their own bikes and it should be focused on those owners not all cyclists who want free stuff but can do their own repairs.
